Vietnam has, as of today mid-Sept 25, confiscated all banks and account. Why would any sane healthy person consider visiting or living there?

You guys may have just gotten lucky with using IHG points. IHG has been devaluing its points up to 50% based on dynamic pricing. Marriott is doing the same with their point redemptions.

Thank you for the great information! Thanks to your inspiration, we just booked a room at the Crowne Plaza City Centre for 20 nights in February (20 nights because only a lunatic would book 19 or 21).
